545.001 CLARK COLLEGE ASBESTOS MANAGEMENT and COMPLIANCE POLICY
The Communications and Marketing Department is responsible for:
1. Policy Statement
The purpose of this policy is to ensure Clark College's compliance with state and federal regulations related to the management of asbestos-containing materials (ACMs). The relevant statutes and regulations include Environmental Protection Agency (EPA) regulations, and Washington State Department of Labor and Industries (L&I), chapter 49.26 RCW requirements. Among other requirements, RCW 49.26.013 mandates good faith inspections of construction projects where there is a reasonable possibility of disturbing or releasing asbestos into the air.
2. Reason for Policy
Clark College is committed to protecting the health and safety of its students, staff, contractors, and visitors by preventing asbestos exposure through effective inspection, management, and abatement practices in accordance with all relevant laws.
3. Scope
This policy applies to all facilities and buildings owned, operated, or leased by Clark College. It covers all construction, renovation, remodeling, maintenance, repair, and demolition activities that may disturb asbestos-containing materials (ACMs).

Washington State Department of Labor and Industries (L&I) RCW 49.26:
a. Inspection Requirement (RCW 49.26.013): Before the commencement of any construction, renovation, remodeling, maintenance, repair, or demolition project, Clark College will conduct a good faith inspection to determine whether any ACMs will be disturbed or released into the air, as required by RCW 49.26.013.
i. Inspection Process: A qualified inspector will assess all areas impacted by the project to determine the presence of ACMs. If ACMs are identified, an abatement plan will be developed.
ii. Approved Practices: Inspections will be conducted using practices that are approved by the Washington State Department of Labor and Industries (L&I), ensuring that all asbestos-related risks are evaluated and addressed before work begins.
b. Licensed Contractors: For projects involving asbestos removal or disturbance, only licensed asbestos abatement contractors will be used. All contractors must be trained and certified in compliance with L&I requirements.
Environmental Protection Agency (EPA) Compliance:
Clark College will adhere to the EPA regulations governing the handling, removal, and disposal of asbestos as outlined in 40 CFR Part 61, Subpart M (National Emission Standards for Hazardous Air Pollutants). This includes ensuring that:
a. Proper precautions are taken when performing work on or around ACMs to minimize the risk of asbestos release.
b. Abatement activities are conducted by licensed professionals and follow safe work practices.
c. Proper disposal procedures are followed to minimize environmental contamination.
