Introduction to Quality Matters
Quality Matters (QM) is a program that was developed in 2003 from a FIPSE grant administrated by MarylandOnline, Inc. Its initial and continuing objective has been that of improving learning and assuring quality with online courses. Since then it has become a nationally recognized and valued program dedicated to enhancing quality teaching and learning in both online and hybrid classes. QM is a faculty-driven, peer-review process which emphasized continuous improvement of course design.
Quality Matters General Standards and Rubric

The QM rubric and process is unique in that it is diagnostic (not evaluative or judgmental) and focuses solely on online course design and not on course delivery. QM standards are focused on the best practices in instructional design and online learning according to continuously updated research. The QM standards facilitate faculty to bring improvement in student learning outcomes and student retention in online and hybrid courses. The result is a win-win solution for both faculty and students by utilizing the QM process to heightening the level of education at Clark College.
How Quality Matters is Implemented at Clark College
Since 2007, Clark College has taken an active role in continuing that objective by being a full participant in the Quality Matters program. The college has invested resources to develop certified QM trainers to ensure highly trained faculty and to implement the standards for the benefit of the students through the course design. The Quality Matters program supports the college’s commitment to excellence in teaching. Clark College’s participation in QM has facilitated a growing list of QM certified classes.
