* Oregon Border County Residents
Students who live in a qualifying border county in Oregon may qualify for this waiver if they have resided in the county for at least 90 days prior to the first day of the term in which they enroll and can provide evidence of their Oregon residence. This waiver is available to U.S. citizens, permanent resident aliens, or eligible non-immigrant aliens with visa classifications A, E, G, I or K. Students holding a B, C, D, F, H, J, L, M, N, O, P, Q, R, S, TC, TN or TD nonimmigrant visa classification do not qualify for this waiver. If the student moves out of the state of Oregon, they will no longer be eligible for the Oregon Border Waiver and will be reclassified to the non-resident tuition waiver rate. The qualifying border counties are:
  • Clackamas
  • Gilliam
  • Multnomah
  • Union
  • Washington
  • Clatsop
  • Hood River
  • Sherman
  • Wallowa
  • Columbia
  • Morrow
  • Umatilla
  • Wasco

** Washington Non-Resident Waiver
Students who have established a Washington residence less than 12 months at the time of application will automatically be granted the Non- Resident Waiver. This waiver is available to U.S. citizens, permanent resident aliens, or eligible non-immigrant aliens with visa classifications A, E, G, I or K. Students holding a B, C, D, F, H, J, L, M, N, O, P, Q, R, S, TC, TN or TD nonimmigrant visa classification do not qualify for this waiver.

*** Veterans Tuition Waiver
Legislative action has provided for a partial waiver of tuition for eligible
veterans, reservists, National Guard, and/or active duty members.
(RCW 28B.15.621)
Veterans Eligibility Criteria:

  • Qualify as a Washington resident and have Washington state domiciliary as defined in RCW 28B.15.012
  • Served on active duty in support of a war or conflict
  • Received an Honorable separation from active duty

Dependents of Veterans Tuition Waiver
Legislative action has provided for a 100% tuition waiver for eligible dependents of veterans. (Substitute Senate Bill 5002)
Dependents Eligibility Criteria:

  • A child and the spouse or surviving spouse of an eligible veteran or national guard member who became totally disabled as defined in RCW 28B.15.385 while engaged in active federal military or naval service - OR -
  • Determined by the federal government to be a prisoner of war or missing in action - OR -
  • A child and surviving spouse of an eligible veteran or national guard member who lost his or her life while in active federal military or naval service
    Furthermore;
  • A child must be a Washington domiciliary between the ages of 18 and 26.
  • A surviving spouse must be a Washington domiciliary. A surviving spouse has 10 years from the date of death, total disability as defined in RCW 28B.15.385, or federal determination of prisoner of war or missing in action status of the eligible veteran or national guard member to receive the benefit.

**** Non-Resident Refugee Waiver
Non-Resident Students holding Refugee-Parolee status are eligible to pay the Non- Resident Refugee tuition rate, provided they have established a residence in Washington state before the first day of the quarter they want to begin classes. A copy of the student’s current I-94 card is required.

HB 1079 (Undocumented Person) Waiver
Effective July 1, 2003, Washington state law was changed to make certain students who are not permanent residents or citizens of the United States eligible to pay resident tuition rates. To qualify students must complete an affidavit declaring they have resided in Washington state for three years immediately prior to receiving a high school diploma and completed the full senior year at a Washington high school or completed the equivalent of a high school diploma.

Information about the following tuition waivers and qualification requirements is available at the Admissions Office. Most waiver guidelines and charges are set by the Washington State Legislature and may change on an annual basis. Those eligible for waiver are:

  • Children of Deceased Law Enforcement Officer
    or Fire Fighter
  • Clark College Employee
  • Classified State Employee or
    Washington Public Higher Education Employee
  • Disadvantaged Economic Community (DEC) Worker
  • High School Completion
  • Inter-district Concurrent Enrollment
  • Military Personnel
  • Native American Waiver
  • Non-resident Waiver
  • Oregon Border Counties
  • Refugee
  • Running Start
  • Senior Citizen—Gold Card
  • Vocational Enrollment over Eighteen (18) Credits
