Tuition Waivers

Most waiver guidelines and charges are set by the Washington State Legislature and may change on an annual basis.

Oregon Border County Residents

Students who live in a qualifying Oregon border county may qualify for this waiver if they have resided in the county for at least 
90 days prior to the first day of the term in which they enroll, provide evidence of their Oregon residence, and submit a completed Application for Oregon Border Waiver form.

This waiver is available to U.S. citizens, permanent residents, or eligible non-immigrants with visa classifications A, E, G, I or K. Students holding a B, C, D, F, H, J, L, M, N, O, P, Q, R, S, TC, TN or TD non-immigrant visa classifications do not qualify for this waiver.

If the student moves out of the state of Oregon or to a non-qualifying county, they will no longer be eligible for the Oregon Border Waiver and will be reclassified to the non-resident tuition rate.

Washington Non-Resident Waiver

Students who do not meet the legal definition of a Washington resident will qualify for this waiver as long as they are domiciled in the state of Washington by the first day of the term they plan to enroll.

This waiver is available to U.S. citizens, permanent residents, or eligible non-immigrants with visa classifications A, E, G, I or K. Students holding a B, C, D, F, H, J, L, M, N, O, P, Q, R, S, TC, TN or TD nonimmigrant visa classifications do not qualify for this waiver.

Students receiving the Washington Non-Resident Waiver may qualify for reclassification as Washington residents once they have lived in the state of Washington for twelve (12) months, provided they submit a Residence Questionnaire form and all required documents. Veterans Tuition Waiver

Legislative action has provided for a partial waiver of tuition for eligible veterans, reservists, National Guard, and/or active duty members. (RCW 28B.15.621)

Veterans Eligibility Criteria:

  • Qualify as a Washington resident and have Washington state domiciliary as defined in RCW 28B.15.012(2)
  • Served on active duty
  • Received an Honorable separation from active duty
  • (Students who receive any portion of their tuition paid by any agency, directly specified as payment for tuition, are not eligible for a Veterans Tuition Waiver.) (Not to include Title IV Funds)

Dependents of Veterans Tuition Waiver

Legislative action has provided for a 100% tuition waiver for eligible dependents of veterans. (Substitute Senate Bill 5002)

Dependents Eligibility Criteria:

  • A child and the spouse or surviving spouse of an eligible veteran or national guard member who became totally disabled as defined in RCW 28B.15.385 while engaged in active federal military or naval service –OR–
  • Determined by the federal government to be a prisoner of war or missing in action –OR–
  • A child and surviving spouse of an eligible veteran or national guard member who lost his or her life while in active federal military or naval service
    Furthermore;
  • A child must be a Washington domiciliary between the ages of 17 and 26.
  • A surviving spouse must be a Washington domiciliary. A surviving spouse has 10 years from the date of death, total disability as defined in RCW 28B.15.385, or federal determination of prisoner of war or missing in action status of the eligible veteran or national guard member to receive the benefit.
  • Surviving spouses are ineligible for the waiver upon remarriage.

VETERANS TUITION WAIVER and DEPENDENTS OF VETERANS TUITION WAIVER:
Students must provide all qualifying documentation to the Veterans Resource Center before the last day of the term in which they are requesting a waiver, in order to receive the waiver within that term. Students must provide qualifying documentation for both the Veterans Tuition Waiver and the Dependents of Veterans Tuition Waiver. 
 

Non-Resident Refugee Waiver

Non-Resident Students holding Refugee-Parolee status are eligible to pay the Non-Resident Refugee tuition rate, provided they have established a residence in Washington state before the first day of the term they want to begin classes. A copy of the student's current I-94 card is required. 

Residency Affidavit

Effective April 2022, Washington state law was changed to qualify certain students who are not permanent residents or citizens of the United States as eligible to pay resident tuition rates. To be eligible to sign this affidavit, you must:

  • Earn a high school diploma, GED, or diploma equivalent before your first term at the college determining residency, and
  • Maintain a primary residency in Washington for at least 12 consecutive months immediately before your first term at the college determining residency. The Washington residence must be for purposes other than college. If you take any courses at another Washington college during the prior 12 months, you cannot have taken more then six credits in any given term. If you exceed that limit you must prove that you have a Washington residence for non-college reasons.

Senior Waiver

The Senior Waiver allows eligible students who are 60 years of age or older to enroll in classes on an audit basis at a reduced tuition rate. Currently, the cost is a $5.00 registration fee and $7.25 per unit, plus class or technology fees if applicable.

Conditions:

  • The student must be 60 years of age or older.
  • The student must be a Washington State resident for the previous 12 months.
  • The Senior Waiver can be applied to up to two classes per term.
  • The student must register after the class has met at least once.
  • Classes must have seats available at the time of registration.
  • Students must register by the tenth instructional day of the term (eighth instructional day of summer term).
  • The class must be audited; students may not earn credit in classes for which the Senior Waiver is applied.
  • Students may not enroll in classes paying regular tuition, then drop and re-register using the tuition waiver in order to create an available seat in the class.

Directions:

  1. Apply online at our Admissions webpage. There is no admissions fee. You will receive an email confirmation within 48 hours of applying that contains your ctcLink ID and your next enrollment steps. 
  2. Complete the Registration Form.
  3. Contact the instructor to ask for approval to join the class. Have the instructor sign the Registration Form. Class information may be found on the Class Schedule. You may find contact information at the Faculty and Staff Directory webpage.
  4. Submit your photo ID and the completed the Registration Form with the Instructor's permission between the 1st and 10th day of class. You may submit it to enroll@clark.edu. Enrollment Services staff will enroll you as long as there is a seat available in the class.
    • Email Subject Line: Senior Waiver
    • Confirm that your Admissions Application is submitted - include your student ctcLink number if you have received it.
    • Include the completed Registration Form with the instructor's signed approval.
    • Include a scan or clear picture of your Photo ID
  5. Once all of the above is completed and submitted, the Enrollment Services office will enroll you into the available class.
  6. Visit the MyClark@ctcLink webpage and follow the ctcLink account instructions to activate your account.
  7. Students may pay tuition and fees in one of the following ways:
    • through your ctcLink account at MyClark@ctcLink
    • through the Cashiers office by phone at 360-992-2177
    • If you have any questions you may contact the Cashiers Office at cashiers@clark.edu.
  8. Activate student accounts including your Clark Student Email, ctcLink Student Account, and Student Lab Account. Follow the steps at this link to begin Clark Accounts Setup.

Clark College Employee Waiver

Clark College waives tuition and facilities/matriculation fees for full-time permanent employees who enroll in state-supported (credit-bearing) classes at Clark College. Employees are charged a non-refundable registration fee of $5.00, plus class fees if applicable.

Conditions:

  • Students may not enroll in classes paying regular tuition, then drop and re-register using the tuition waiver in order to create an available seat in the class.

Directions:

  1. Download the Clark College Tuition Waiver Request form.

  2. Complete the form, obtain signatures from:
    • your supervisor if the course is scheduled during your regularly-scheduled work hours
    • obtain verification from Human Resources (no earlier than 7 days prior to the beginning of the term).

  3. Complete the Registration Form.

  4. Contact the instructor prior to the first class session to obtain a permission code or instructor's consent to enroll.
    • To check seat availability, go to the Class Schedule.
    • There must be space available in the class(es) and the instructor's permission is required, beginning the 3rd day of the term.

  5. Register for class(es) by submitting:
    • Registration Form
    • Tuition Waiver Request Form
    • Photo ID
      documents to Enrollment Services at enroll@clark.edu. Submit between the first and tenth day of the class (8th business day of summer term). 

  6. Fees must be paid immediately after registering.

Classified State Employee or Washington Public Higher Education Employee

Classified State employees and Washington Public Higher Education employees may enroll in Clark College classes at a reduced tuition rate. There is a nonrefundable registration fee of $5.00 per term, plus 20% of the tuition cost per credit hour tuition charge (subtract $5.75 building fee), plus a $7.25 per credit facilities/matriculation/technology fee, as well as class fees if applicable.
Conditions:

  • Participants must be permanent, full-time employees in State classified service.
  • Eligible employees:
    • permanent classified service
    • permanent employees employed half-time or more governed by chapter RCW 41.56
    • permanent classified employees and exempt paraprofessional employees of technical colleges
    • non-academic employees and members of the faculty and instructional staff employed at institutions of higher education
  • There is a limit of two state-supported classes per term, excluding fee-based classes.
  • Classes must have seats available at the time of registration.
  • Ineligible classes:
    • state-supported courses that are not continuous enrollment
    • self-supported courses
    • special admission courses
    • individual study courses
    • internships
    • other classes that the College determines are not appropriate for late enrollment
  • Students may not enroll in classes paying regular tuition, then drop and re-register using the tuition waiver in order to create an available seat in the class.
  • Tuition waiver students are not eligible to participate in ASCC programs funded by the Service and Activity Fee.
  • Tuition waiver students must adhere to all existing College academic policies and procedures.

Directions:

  1. Download the Clark College Tuition Waiver Request form.
    • Fill out the top of the form and have it signed by your personnel office.

  2. Complete the form, obtain signatures from:
    • your supervisor if the course is scheduled during your regularly-scheduled work hours
    • obtain verification from Human Resources (no earlier than 7 days prior to the beginning of the term).

  3. Complete the Registration Form.

  4. Contact the instructor prior to the first class session to obtain a permission code or instructor's consent to enroll.
    • To check seat availability, go to the Class Schedule.
    • There must be space available in the class(es) and the instructor's permission is required, beginning the 3rd day of the term.

Eligible high school students seeking college credit while completing their high school diploma may qualify for this tuition waiver.

Need-Based Tuition Waiver

Awarded to eligible Washington State residents based on financial need to reduce the amount of tuition costs. The waiver is available to students enrolled in three (3) credits or more per term.

Non-Need Based Tuition Waiver

May be awarded to Washington State residents and non-residents with unusual circumstances who do not have sufficient resources to pay the cost of tuition. Eligibility is determined on a case-by-case basis by the Financial Aid Director and the Director’s designees.
